Thirteen

“Can’t we search his house?” asked Caitlin desperately as we headed back into the office. “We must be able to find some grounds.” She had been badgering me persistently about Burrow the whole way back to the station.

“What grounds?” I asked her in reply. “And what exactly would we be searching for, anyway?”

“I don’t know,” said Caitlin, “but I bet we could find something dodgy if we looked.”

“Have you heard yourself?” I said. “Why don’t you just get your pitchfork out and be done with it? Like it or not, we’ve only got subtext and hearsay to say he was doing anything wrong where Zara was concerned. She never told him to back off in any of her messages. She never made a formal complaint about him at work-”

“Great,” said Caitlin impatiently, “so we’re just blaming the victim again as usual, are we? Never mind what he’s done, as long as she hasn’t said anything about it, then everything must have been fine?”

“You know I’m not saying that,” I told her calmly. “But that’s how the powers that be will look at it. You need to tread carefully with someone like Burrow. If he thinks you’re hounding him, he’ll lodge a complaint against you, no questions asked. You heard what Kerri said. He’s good at playing the sympathy card when it suits him.”

“It’s just infuriating!” Caitlin’s fingers clenched the air as she wrestled with the anger she was feeling within. “He’s been harassing her since he started work. He’s probably been following her for just as long. We’ve got messages from him saying he’s going to wrap her up in duct tape, for fuck’s sake! And we can’t do anything about it just because of a technicality? I mean, if we can’t do anything, then what’s the point of us?”

She looked up at me searchingly, clearly expecting an answer, and it was then I noticed that Caitlin’s slightly raised voice had attracted the attention of the rest of the office.

“I know,” I said, trying to ignore the many eyes that were resting on me from every corner of the room. “It’s frustrating, but our hands are tied. We’ve just got to keep working with what we’ve got for now.”

That answer obviously didn’t satisfy Caitlin one bit, and she went on to say, “It’s no wonder people like Zara don’t feel like they can tell anyone about things like this. When they do say something there’s always a Pauline about to accuse them of lying, and if they keep quiet, then as far as we’re concerned, it’s their own fault for not speaking up. Whose side are we on?”

“I know,” I agreed, having nothing more helpful or consoling to say.

“If she had felt like she could go to someone with this, then we could be dealing with a sexual harassment charge here instead of a murder charge.”

“Ahh, come on,” I said with a deep sigh, “you’re jumping ahead a bit there, Caitlin. We don’t actually know it was him yet.”

“He’s my best bet,” she said.
